Overview

This is a Sheffield City Council Consultation.  We are asking for your thoughts on proposals for how we provide short breaks in Sheffield.  If you need more information or help in taking part, please contact us by email on shortbreaksconsultation@sheffield.gov.uk  or by calling 0114 273 5611.

This consultation is about proposed changes to:

  • The Short Break Grant – a one-off annual payment to families up to £400
  • Special Needs Inclusion Playcare Service (SNIPs) – Saturday, holiday or after school daytime activities in mainstream clubs
  • Special Needs Inclusion Playcare Service (SNIPs) - Saturday, holiday or after school daytime activities in targeted clubs for children and young people with additional needs only
  • To explore the possibility of developing a facility in the city for 16-25 year olds offering both overnight stays and daytime support for young people.

This questionnaire is for all parent carers of children/young people who currently use, have used, or plan to use short break and/or respite services in Sheffield.  This consultation is about the potential impact of the proposals, how they will affect families.

The proposals are intended to make access to the Short Breaks Grant and short break activities fairer for children and families by helping us support families who need additional help the most.

The Council’s funding from central government has been reduced by over £350 million in the last 7 years, with further reductions planned for future years.  Unfortunately, in the light of successive budget cuts, the Council have to review many of our services which we had previously protected. We need to decide how we provide services in a different and more cost effective way.

Despite this, our goal remains to continue to deliver short break and respite services, to support parent carers and offer services which will improve the experiences and opportunities for the children and young people.

Sheffield City Council and Sheffield NHS Clinical Commissioning Group have been working together to review the current offer.  We have heard the views of children and young people, parent carers, staff and providers on what works well and what we might be able to do differently.  Through this, people made suggestions on how savings could be made.

We are committed to protecting as much of our services as we can, and these suggestions have now formed proposals which we think will help us review the offer and make it more cost effective and sustainable.  Please see below for more information about our proposals.

Why We Are Consulting

The proposals in summary

Proposal 1 - Eligibility for the Short Breaks Grant would stop on a young person’s 18th birthday

Proposal 2 - To change the offer of the short break grant:

  • Families who take the grant would not be able to access other short break or respite services as well
  • Introduce family income as an eligibility criteria

Proposal 3 - To change the SNIPs offer for children and young people attending mainstream clubs; parents would be asked to pay the cost of the club/activity.

Proposal 4 - To change the SNIPs offer for children and young people attending targeted clubs for children and young people with additional needs only; parents would be asked to pay a contribution of £7 toward the cost of the club/activity.

Proposal 5 - To explore the possibility of developing a facility in the city for 16-25 year olds offering both overnight stays and daytime support for young people to access enriching activities, education and training, and independent living skills.
